Contacted them today via Twitter. Invited them to join this list.
FWIW, they know about the manual and refer to it in the excerpt I
quoted. Their intent is basically writing a CC0 open data manual from
scratch for a German-speaking audience.

Of course.

The gist of the quote below is that they want to take the spirit of
the manual and mould it towards Germanic culture.
