[open-government] We need international open government data principles

Indeed - I've linked to these in the post (cache is reloading as we speak!).

What I meant was we need a set of international principles, led by key
stakeholders from around the world, and - crucially - with consensus
and buy in from governments around the world.

Conceptually there is lots of great work to build on - but we need a
process of adoption from leading governments.
