[open-government] Benefit and arguments for open gov data in small local governments

Hi Martin,
Apart from the known benefits of re-connecting people with how government delivers services for and with citizens through evidence based and participatory policy, and efficiency of service provision. I think there are more creative ways of looking at open data and citizen created data that can be impactful in small communities.
I have been having conversations with someone who is interested in setting up an Open Data project in a small town in South-west England and we were looking at the idea of creating a data repository where the citizens themselves co-create the data resource. Creating ownership and understanding. This can then be used to augment and contextualise official data. An example project put forward when tree data was released through the Greater Manchester datastore - DataGM, was community groups mapping trees that weren't present in the official data.
