[open-government] Benefit and arguments for open gov data in small local governments

Can you expand a little on

How are they able to do this?

I would like to organize an 'Open Data Value Model', ie a method of
planning an ROI for Open Data projects, and this would seem like the right
kind of dynamic to focus on.
