Don't know if any of these catch what you're looking for:
Classifications of functions of government: http://unstats.un.org/unsd/cr/registry/regcst.asp?Cl=4 . As in 'categories of stuff governments spend money on doing'.
The service headings on Direct.gov.uk: http://www.direct.gov.uk/en/index.htm . As in 'ways members of the public interact with government'.
EU common procurement vocabulary: http://simap.europa.eu/codes-and-nomenclatures/codes-cpv/codes-cpv_en.htm . As in 'items and services public services procure'.
