I meant 'open' as in 'open data', which is defined here:
http://www.opendefinition.org/
The potential ambiguity here is *exactly* why I've been speaking to
folks at the White House and the Cabinet Office about potentially
building a basic minimum set of principles here - like a mix between
the Public Data Principles and the Open Government Directive. We're
very interested in continuing to build awareness around this issue
internationally - especially as new open government data initiatives
start up around the world.
Its *really* important that 'open data' is not the same as 'online
data' - the crucial difference is that 'open data' is *explicitly*
available for reuse without restriction, e.g. via a license, rights
statement, terms of use or a legal waiver.
Would be great to hear others' views on this!
