[open-government] Russian elections as opendata - stat.golos.org

Most russian government agencies have no formal license or at least "terms
of usage" of information that they publish.

So license is unknown, but usage is free since it's data that electoral
comission should disclosed by russian laws. I am not sure that GOLOS could
assign any licence on this data by themeself. But I will ask them to publish
more info on licensing.

Sure I will add details to CKAN.
