[open-government] Polish PM "everything public and reusable by default"

Hi,
Unfortuntelly, it was only a political declaration. The day before this
statement, governement has accepted that Re-use will not be for free and
authorities will decide each time how much it will cost.
But, anyway we can always apply to what he has declared:)
