[open-government] [euopendata] Practical Guide to Licensing

This is great! I'm a little bit surprised that it mentions fully
"open" data licenses but doesn't mention opendefinition.org!
It gives examples of "fully open" licenses, but doesn't mention what
the criteria are. This is a shame as it is not necessarily
straightforward for others to determine whether the license they have
is "open" or not...
Other than that - its great to see more guidance and recommendations
on data licensing!
