[open-government] Open data policies

Great idea Jonathan. I've added it to the main page of the wiki:

Also, there has been interest at OKFN to have open spending be a tool
people use during the hackathon.
I've created a page on the wiki that could serve as a place where people
interested in visualizing a budget can go to find the right resources.
Happy to have it point somewhere else, but it would be great if someone
from open spending could create a checklist of things people need to do
to get it to work.
