Exec Summary

information"

benefits derived from:
 - new products
 - complementary products, e.g software
 - reduced transaction costs
 - efficiency gains within public sector
 - synergy of mixing private & public info

Governments can now access people who were previously unreachable, via
social media etc.

PSI market estimates
 - 2006: EU 25 + Norway => EUR 27b
 - 2008: EU 27 => EUR 28b
 - true value likely much larger, as this only takes into account BAU
 - (true value estimate) EU 27 => EUR 140b
Note: all studies showed growth of PSI-related markets

Sectors that could benefit the most:
 - geospatial, massive productivity boost for government

Gains to be had:
 - estimated reduction of 20% for compliance costs due to increased
access to data for environmental impact assessments
 -  R&D results => EUR 6b
 - "... if European citizens each saved as little as 2 hours per year
by rapid and comprehensive access to public information, this would be
worth at least EUR 1.4 billion per year"

Comparison:
 - relatively little revenue is gained through current system,
therefore much net gain could be achieved

International dimensions of PSI are spreading

Why is open access to public sector information important? Often
because the public sector demands and generates such large volumes of
data. In small economies, it can be the dominant player in particular
domains.

The unpredictability of what third parties can do with public sector
information is where its value lies.

economic efficiency where there are no clear obligations and risks
related to nondisclosure")

Societies are increasing facing wicked issues. [Implication that open
access leads to answers]
