Cadastre will be covered, although they have, as you say, specific regulations under their law.
Hopefully the new decree appears in the forthcoming days, so you'll be able to read it through.

As you will perhaps remember this Royal Decree underwent a public consultation during November and December 2010.
The final text of the Royal Decree will be published shortly in the Official Gazette.
