[open-government] new Open Data Policy Guidelines

Hi all,

Sunlight just put up some new Open Data Policy Guidelines, encapsulating a
variety of thoughts on transparency policy into a list of possible
provisions with extensive notes.  We'd love to hear what you think, or for
any further feedback.
