[open-government] [euopendata] Help improving OGD on wikipedia

Hi Daniel!

I volunteer and I think that we need to define key topics that need to be
improved or added.

For example, I've started collecting description of Open Government from
official documents - http://ivan.begtin.name/2012/02/28/opengovernmentis/
and one more interesting document is UK offical whitepaper "Open
Government" published 1993
http://www.official-documents.gov.uk/document/cm22/2290/2290.pdf

I think that since there is no strict definition of Open Government, we
need to use many definitions from different sources.
