[open-government] OGDcamp Helsinki

I've been looking at the online plans for the OKFestival and OpenGovernmentData camp in Helsinki in September.   Will the OpenGovernmentData camp part of the OKFestival be run like a true barcamp?  Or will there also be some pre-planned presentation sessions etc?  Do the OKFestival calls for proposals also apply to the OGDcamp part?

Hoping I will be able to make it - looks like it will be a great event.
