[open-government] [OKFest-Coord] Proposal for submission to OKFestival on the state of play and the future of the open government data movement and the Open Government Partnership

Thanks for this, Daniel. There is a call scheduled next week about the
Open Development Stream and how we can link these thematic sessions
together, so I would propose that we attempt to draft this after that
- sound ok?
