Hi Ibrahim,
I'm Community Builder for Netsquared.org and last year our community in
Romania developed Restart Romania
challenge<http://netsquared.org/tags/restart-romania>.The
Bribe Market project was among the winners. Unfortunately I don't know
specifics of the platform they used.
You can check out one of Codru's English presentation

however there is nothing about the technicalities, but there is his e-mail
on the last slide.
