[open-government] Definitions of Open Government and Open Government Data

I have seen some debate on whether open government data refers to


   - Data published under open license by a government

or

   - Data published by an open government.


I believe the former presents the best way to look at it rather than the
latter. A government may not be open but could publish data under an open
license and also not all data published by an open government is licensed
as open.
