Hi Tom (Steinberg),

Hope all is well!

The narrative being presented isn't that there is a failure (lack of) of
demand for information but that there is a general lack of understanding
around demand for open data, in part due to inherent difficulties of
measuring open data demand. As Tom (Lee) mentions, there is certainly a
limitation to what a survey can uncover as far as "invisible" uses, but the
survey is just one tool we'll employ to draw these uses out. Would love to
touch base and chat with you both on this, if you're up for it!

Tom S., is there a way to access and analyze all of the requests on
WhatDoTheyKnow?
