Hi Yosef

I'm a UX/UI designer, fully involved with the site of Open Data from
Brasil. Here we took the way of open design and collaboration, the process
was made with tools of "tradicional design" like Card Sorting, but our
construction was widely open to public opinion.

It was almos a year ago. The results of this efforts are:
http://dados.gov.br/

If I was going to make a redesign of it TODAY, I'll use the concepts of
service design. For me, the ultimate reference is https://www.gov.uk/ and
http://data.gov.uk/

The blog of the art director of gov.uk is here.

Good luck!!

Looking foward to hear about your OpenData site!
