Dear Igor and Fabio,
based on 20 years of EU experience on OGD it is
quite evident, what governments hav to do.
1 - establish at least 10 measures, inter alia a
profound and comprehensive metadata directory of
millions of documents and databases. Hardly any
government aims to invest into that.
2 - and then adapt 5 different pieces of
legislation. This is hardly being done by any
government. So no surprise, that OGD does not
proceed or not at a fast speed.

Thank you for your message.
Will there be any panel during the Spring Meetings
on OGD/OGD Toolkit, specifically in the Civil
Society Policy Forum?
It would be a good opportunity to get the feedback
and debate with NGOs, think-tanks and moreover
other UN Agencies - which are increasingly sending
reps to the CS Policy Forum.

Dear Open Data Colleagues,
On behalf of the World Bank's Open Government Data
Working Group, I'd like to seek your feedback on a
tool to help countries get started with open data.
The purpose of the "Open Data Readiness Assessment
Tool" is to diagnose what actions a government
needs to establish a successful open data
initiative. It will be added to the Open
Government Data Toolkit and made freely available
for others to adapt and use.
We invite comments on this draft until late
January either in-line in the
