[open-government] Open Courts went live in Slovakia

Thanks Susannah, we tried hard! And you are right on - we're hoping 
journalists and researchers will be the power users.

Unfortunately, there's no direct funding for trainings or dissemination 
right now, but this is most certainly something we're working on :)
