Hi,
The local group in Canada (initiated on 20 may) is preparing
coordination of the City Open Data Census: http://census.okfn.org/city/
The first coordination meeting held in Montréal (with visioconference
facilities) on july, 9th

I can tell you right now that the City of Montreal provides open data
proceedingsof the executive committee, the municipal council and the
agglomeration council with also the webcast (Open License) [1]. It is a
gradual process because technological context does not currently allow
to release data for elected votes because they are not recorded;-(
