[open-government] Redirect loop on DataHub API

Thanks James for the heads-up. Most definitely the best list for this would
currently be: http://lists.okfn.org/mailman/listinfo/ckan-dev

I note that I do not think any "functional" part of the API is a actually
affected, just the base URL. e.g. all these urls work fine:

http://datahub.io/api/search/dataset?q=us
http://datahub.io/api/rest/dataset/1996_population_census_data_canada
