[open-government] some thoughts on open data in China

Hi

The good news regarding open data in China is we now have two data portals
(all in beta status) publishing Shanghai gov's
data<http://www.datashanghai.gov.cn> (209
datasets) and Beijing gov's data <http://www.bjdata.gov.cn> (more than 400
according to news report)

however, I have concerns on how they actually pitch the whole thing as part
of their "big data" plan. and here is my blog post regarding my concerns.
