[open-government] Poor data quality hindering government open data programme

I note there is a dashboard indicating the state of Government spend data
publishing here:

http://data.gov.uk/data/openspending-report/index

As that shows performance has been mixed (but the dashboard is used
regularly by the Minister to push departments to do better).
