Can anyone assist the people of Mindanao as they create Bangsamoro Basis Law.  The Framework Agreement on the Bangsamoro has been completed; now they must work to create an autonomous Bangsamoro (Moro) State in the Philippines where there has been warfare for 50.

Is there anyone who is advising or could advise on transparency and open records?
