The World Bank recognizes citizen engagement as being at the core of
improving governance and the delivery of public services, and it
aspires to incorporate it in 100% of its projects. Citizen feedback
must not be treated as a checkbox in a compliance exercise, however.
We must ensure that citizen feedback serves as the foundation for the
work of traditional development actors, and that governments
incorporate it to improve service delivery.

Technology can enable and accelerate citizen feedback and government
responsiveness, though it is crucial to not treat it as a panacea and
rather as a complement to offline approaches for a more inclusive and
robust engagement. In recognizing this, and the critical role of
citizen engagement for improved development impact, this event will
continue to explore the future of technology-enhanced citizen
engagement.

The questions that will be explored include: What will these
technology-enhanced solutions look like? What is the evidence base
supporting their viability? How do we ensure they effectively
complement offline initiatives and the work of other actors in the
field? What should collaboration between the stakeholders in the Open
Government agenda look like, and how can their efforts best be
coordinated for improved development impact? And, how will we continue
to engage with the stakeholders involved in this agenda and study what
works and what does not?

This is the third and final event in a series titled “How Can
Technology Accelerate Citizen Engagement?” The series complements the
World Bank Directions in Development publication entitled “Closing the
Feedback Loop: Can Technology Bridge the Accountability Gap?” The
publication brings together an evidence base around the issue of how
we can better engage citizens, close the feedback loop, and improve
government responsiveness.
