Hi all,
The open databases are great news. Still, a note about the bigger picture
seems in order - particularly for the Sunlight and TI colleagues working on
collecting information about asset disclosure projects.
The Argentinean executive no longer releases the data that enabled them and
La Nacion to build the database. A 2013 statute diminished the quantity
and quality of data available in the name of openness. As this 4-pager
explains, the changes in the rules mean that real people who used the data
in concrete cases to control public officials, can no longer do it
http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2364136 (for those that
read Spanish ACIJ and Poder Ciudadano just published reports)
The Argentinean system has been one of the few out there that has had a
range of active, sustainable users who put the information to work for
accountability. So much so, that it was a poster child for openness across
the Americas and elsewhere - a model for others much like the La Nacion
Database. This reversal in the system, going virtually unnoticed, seems
worrisome in Argentina and beyond.
Ideas about possible actions to protect/restore useful openness moving
forward are very timely,
Best
