[open-government] Open Data Day mini grants schemes

Hello all,

For the upcoming ODD, we started a new initiative of mini grants to help
groups from around the world to organise their events.  The idea came from
a successful event that was running during the open data index last year in
Kenya. $500 made the whole difference to make it successful.
