[open-government] When was the opengovernmentdata.org web launched?

Hi! This is probably not a question for the entire community:), but I'm asking from a research point of view because I'm writing a section about some "ambiguities" concerning the term "open government data" (even though you defined it very clearly) for my upcoming doctoral thesis on how to understand open data re-use (from an impact point of view). So, for me to understand the emergence of this term (and for general references), I'm interested to know when your http://opengovernmentdata.org/ web was launched.

And since I'm at it,  if you can tell me the when the second version of the Open Data Handbook was launched as well, I'd be super happy:)
