my own bookmarking service is planned to do also url shortening:
http://gitorious.org/tagr/tagr but that's still somewhat into the future.
basically all an url shortener does, is to store a mapping
shorturl->originalurl in a two-column db. the shortened url is usually a base
62 encoded autoincrement integer. there's lot's of those on the web.
ur1 is a very nice alternative.
