In EPFSUG<http://epfsug.eu> we've been talking extensively about creating tools in Debian<https://wiki.debian.org/DebianParl> for us who work in the EP to write "better" legislation and come up with more transparent compromises with Voight-Kampff assisted voting lists :-)

Datamining of the outcome of the legislative process is good, but maybe the internal workings of the European Parliament could be of interest too?

I take the opportunity to share with you how simple it is (sometimes). This particular example concerns an "Own Initiative Report" (INI-report), i.e. a non binding resolution on a subject of interest to the EP.

So here's how you fix an INI-report you don't like:

    1) put it on a wikipage
    2) edit it to your liking
    3) make a nice wikidiff and
    4) table the diffs as amendments with your local MEP

As you can see, the whole wikidiff is almost completely represented as individual amendments.

For this INI-report, the Rapporteur is currently working on compromise amendments (AMCs). After those are reached, the committee secretariat will make a voting list (vote on this report in JURI has been postponed to January, later it will be voted in Plenary).

In one committee tradition, component amendments in compromises are deemed withdrawn, and you don't vote on them if the compromise is rejected. In another tradition, you vote on component amendments even if the compromise amendment is rejected. Here's an example:

    AM24 = Blue cups is the preferred option.
    AM27 = Plates should be green, where applicable.
    AM38 = Red bowls everywhere!

As you know, a balanced blend of RBG is actually white (see http://www.physicsclassroom.com/class/light/u12l2d.cfm ) which makes the following a true compromise:

    AMC1 (covering AMs 24, 27 and 38)
    White porcelain is appropriate for a variety of settings.

If AMC1 would be rejected, some committees vote on amendments 24, 27 and 38, others don't.

The paper presents the Open Science Data Cloud project, Neocodex, a collaboration between researchers and professors from Stanford Law School and other institutions to develop open source technology for integrating, analyzing and making available information from all international courts and national jurisdictions in open linked data standards, including the automated processing, analysis and visualization of social networks (neutrals, litigants, and other entities), semantic networks (citations, case-law contents, legal knowledge) and publication of corpus collections with added metadata:
