[Open-Legislation] Opentech

I hadn't quite firmed up what I was going to be talking about.

If anyone has anything burning that has to do with law and open they'd like
me to talk about - that would be interesting.

I was vaguely going to ponder what "open data" (legally) meant, but that
might be boring and/or old hat.
