[open-linguistics] Paper on progress of the OWLG Group

Thanks, this has all been rather recent. We'll make sure to release an
updated version and add it to the LLOD cloud in the coming weeks.
In the abstract, given the space constraints, I'll just add a brief
mention (in addition to doing some general copy-editing of the text).
