If you can come up with a license which only enables the uses you want
to see, and persuade other people to use it, then great. If you want
to allow socially-useful companies, or entrepreneurs, or educational
institutions, or non-profits, to make use of your work, then you will
have to choose some other license than CC-NC, because CC-NC does not
do that. So find yourself a lawyer and get busy.
For instance, effectively CC-NC prevents the Climate Code Foundation
from using a document to promote the public understanding of climate
science.
At the end of the day, do you care more about enabling positive uses
or preventing negative uses?
