[open-science] text-mining licence exemplar

Anthony, apologies, I lost track of the fact that you said T&F specifically
won't go for a CC license.

Then I'd suggest, off the cuff: anyone may analyze the content in any way
for any purpose, and redistribute excerpts and facts that result from such
analysis.
