In my experience, what's been hindering rural transit operators in 
opening up their timetables is not so much unwillingness rather than 
them not even knowing about the benefits of doing so, along with a lack 
of affordable tools to do so.

I'd love to see a free/open source toolkit allowing them to do so 
_without_ having to sign up as a partner for Google Transit (in order to 
gain access to their exclusive tools), and I'd love to see affordable 
hardware allowing them to hop onto the real-time bandwagon if they wish 
to do so.

I have no idea whether that's enough to put me into the “Attending” 
category in Peter's document ;)
