Actually I think that what they say is that "the Europeana Linked Open
Data Pilot datasets /.../ currently comprise about 3 million Europeana
records available under a CC0 license".

The BL has contributed metadata for a small dataset of images (32,662)
to this pilot; there's more information on the datasets available here:

Interesting in that they say that 3m records in Europeana are CCZero
(are these the BL ones or others?).
