Dear Maarten,
Below the links to the outcome of our GLAM-Outreach Evaluation Workshop at Wikimania.
Maybe there is a way to include your experiences from Open Cultuur Data and your work on metrics.
So far, the type of partnership "data donation" hasn't been covered yet.
And I think the whole evaluation framework might benefit by complementing it with a more GLAM-centered (as opposed to Wikimedia-centered) perspective.

At Wikimania in Hong Kong, we have carried out a workshop on the evaluation of GLAM-Outreach activities.
Thanks again to all of you who have participated in the workshop, and especially Jaime and Axel for co-moderating!

As you will see, the table still has many blank fields that may be filled in. Don't hesitate to complement it based on your own experiences or to reference new tools as they become fit for use.
I've tried to present the information in form of building blocks that we can put together according to our needs to fit our programs and projects. I hope it will serve as a source of inspiration when it comes to planning or evaluating our GLAM-outreach activities and am looking forward to your feedback!
And as a last note: The GLAM-Outreach evaluation workshop was originally proposed independently from the WMF initiative in the area of program evaluation [1]. It turned out that the two initiatives are quite complementary and will certainly benefit from each other as they take a somewhat different approach to quite a similar issue.
