[openspending-dev] Staging is up!

Hey Nigel,

I was messing around with the staging server and found some problems.
Mainly there wasn't a link for openspendingjs in
./openspending/ui/public/static (added), and we were using a very old
version of it, from Feb 2012. I fixed both and everything seems fine.

I would like to change the .ini configurations, to test a new widget. How
do I restart the app server?
