[openspending-dev] Raw fact/dimension download

For what its worth, you can probably make the aggregator API spit out the
fact tables by drilling down over "id" and all the dimension names with _id
attached - not sure how well that works. As for the dimensions, there's an
endpoint at http://openspending.org/de-bund/funktion.distinct.json (no CSV,
sorry).
