[wdmmg-discuss] Spending diagram in the Guardian

Cell B1 on each worksheet has the source link of the data for all of
the departments except Scotland. Looks like some poor researcher has
had to manually read each Annual Report! I suppose the Classification
of  Functions of Government makes a lot of sense when you want to
compare one government with another, but the British public are more
familiar with the departmental names used in the Guardian diagram.
