I've just tried uploading the spending data from your spreadsheet to our
staging data store. I've also added English translations from Google
Translate, for our interest. Here's an example item for some forex spending:

http://data.staging.wheredoesmymoneygo.org/transaction/3d279d81-fa8b-442e-975f-ce9cb3713d98

And you can see the classifications that the spreadsheet uses, e.g. here's
the key for 'forex rate':

http://data.staging.wheredoesmymoneygo.org/key/israeli_l4/value/00340101

Now you should be able to pull out aggregate spending for each code via the
API, e.g.:

http://data.staging.wheredoesmymoneygo.org/api/aggregate?slice=israel&include-israeli_l3=003401

For the moment, I've just uploaded 2009 net expenditure.

We're currently working on making the frontend more generic - the idea is
that you will soon be able to clone it and just point it at the data store
API, without having to do any Flash customization (as is the case at the
moment).

If this sounds useful, we'd be happy to answer any questions you have about
setting it up.
