I've just met with someone at Lambeth Council and the topic of the >
£500 spending data came up. It occurred to me that it would be useful
if there was a simple guide for councils along the lines of:

- Make sure you publish the raw data
- Give it a license, like $x one
- The raw data should ideally be available in a non-proprietary format
(give examples of how to generate a CSV from an Excel file)
- Put it on a URL that won't change
- If you add these fields it will make it easier to make pretty shapes out of it
- Etc
- Etc

Does such a thing exist?
