[wdmmg-discuss] EU level version of WDMMG

There are in fact several large sources of data available which we
could use. I spoke to Brigitte Alfter, an investigative journalist who
has worked extensively on European public funds (such as FarmSubsidy)
and she suggested the FTS:

The farm/fish funds are the biggest, followed by regional funds (EU
Cohension Funds, ...). Cohesion funds are (mostly?) available but not
in machine readable format. FTS should be either available by FOI
request for underlying database, or scraping.

Main first step -- I think -- is to gather core team interested in
building this, then start to do some basic scoping work, then put
together a 1-2 pager with a specific focus/audience. Started page for
