[wdmmg-discuss] EU level version of WDMMG

I just poked around in the web-interface of
http://ec.europa.eu/beneficiaries/fts/index_en.htm

It's POST-based unfortunately, but at least there is no password
protection. Also, it looks like there is no cookie mumbo-jumbo (other
than language-config). If you want details, POSTs should go to
http://ec.europa.eu/budget/fts/index.cfm?fuseaction=search_details .
I've included a post request string below. I think (but am not sure)
that the operative parameter is 'comm_id', which in this case is
'212348'. A good first strategy would be to loop from comm_id=1 and
see what comes out. The html looks pretty well-structured and should
be parseable.
