Chris Taggart and I have just created a spreadsheet for listing urls
for local authority annual accounts (and council tax):

If you have a spare moment dive in and put in the url for your local
council (if you can find it!)

Note there is one site that is supposed to have council tax info in
bulk but data does not seem to be available in bulk -- may be a web
scraping opportunity:
