Hi Francis

I think there are other ways to get this data than from your
government directly. For all public contracts larger than some size
(varies by category of purchase), the contract has to go through the
EU tendering system ("Tenders Electronic Daily"). This means the a
contract winner notice also ends up on ted.europe.eu. Here's an
example with ammount and all:

I've scraped and parsed all of those contract awards since 2003. They
tend to have a lot of bugs, but maybe they're useful for your
purposes.
