[wdmmg-discuss] New project development landing page

I've created a new landing (jumping off) page for those working on
developing WDMMG here:

This is to make it easier to see at a glance where stuff is and what
we've got in terms of infrastructure and docs. Old one was main WDMMG
wiki page but that was rather cluttered.
